Québec recognizes Aboriginal customary adoption - CNW Group

Chief of the Assembly of First Nations of Quebec and Labrador, is pleased that the Government of Quebec has officially recognized the customary rules of the adoption of the First Nations and Inuit. A Bill is tabled today in the National Assembly to amend the Code Civil du Québec to recognize the legality of Aboriginal customary adoption. "It is a very important step in the recognition of Quebec of our status of indigenous people and the special laws of the governance of First Nations," said Chief Picard.

The recognition of the customary adoption rules in the Bill dealing with the adoption and parental authority is a direct consequence of the "report of the Working Group of indigenous customary Adoption", filed on 16 April 2012, which said: "in the Aboriginal tradition, the historical actions of various authorities were hardly conducive to the development of customary adoption." However, its survival clearly shows the strength of this practice. In addition, it is a real and contemporary of the specificity of indigenous cultures expression. »

Consultations were held in Aboriginal communities to document the State of customary adoption and to clarify how this practice could be incorporated in the legislation. "It was a remarkable work." Same-sex couples Sue about the rights of adoption in North Carolina - msnbc.com

Couples of the same sex in North Carolina filed a prosecution dispute the ban of the State gay families second-parent adoptions, saying that it violates their constitutional rights and that it is discriminatory, the American Civil Liberties Union said Wednesday.

"Therefore, the legal complaint argues, these children" suffer many privations, "including the exclusion of a number of benefits, such as health, disability and social security,"as well as uncertainty about their ability to continue their relationship with their second parent if something happens to their legal parent.""

Elizabeth Gill, Attorney of senior officials with the ACLU Lesbian Gay Bisexual Transgender project, said that the policy was "discriminatory" and did not "take into account what is best for a child."

"We are never just a matter of who should take care of our children," said Marcie Fisher-Borne, who with his partner, Chantelle, 15 years. Every woman has one of their two children. "If something were to happen to any one of us, he could tear apart our family."

Twenty States and the District of Columbia allow gay and lesbian parents obtain the second parent or step-parent adoptions, the complaint said, noting that the courts in North Carolina have given joint custody parents second gay or lesbian as a "parent de facto doctrine". Churchill and Archie l. Smith did not return calls placed by msnbc.com seeking comment. The Administrative Office of the North Carolina courts said that this fact does not comment on all items where the proceeding is pending.

Adoption of Africa: the concerns of the "dramatic increase" - BBC News

There is concern some adopted children of Africa have at least one living parent, the number of African children adopted by foreign nationals of other continents has increased dramatically, a report said.


In the course of the past eight years, international adoptions has increased by almost 400%, African child policy Forum has found.


"Africa is becoming the new frontier for international adoption", said the group based in Addis Ababa.


But many African countries are not sufficient safeguards in place to protect children in adoption, he warned.

The majority of so-called adopted orphans of Africa have at least one living parent and child is trafficked or sold by their parents, child expert group said.


More than 41 000 African children were adopted and removed from the country of origin since 2004, the coastal report said.


More than two-thirds of the total in 2009 and 2010 were adopted from Ethiopia, which now sends more children than any other country outside of China for adoption abroad.

Childless Israeli couples interested in adopting inevitably the prospect of the adoption of a non-Jewish child.

Strong ethics of childbearing in our society, which puts pressure on couples without children to do everything in their power to have a child - if by artificial insemination, surrogacy or adoption - has also created a situation in which there are very few children - if applicable - in adoption. Add to that the abundant availability of free abortions and the result is a serious lack of adoption options locally.

Couples who decide to adopt are forced to look elsewhere for any children in Romania, the Ukraine or elsewhere. And these children are rarely, if ever, Jews.

At the same time, the rabbis should not be expected to introduce some leniencies in their interpretation of "who is Jewish" to accommodate secular parents interested in adopting a child.

The time has come to separate the religion of the adoption process.

CHILDREN in Hampshire have to wait on average 18 months to be supported to move with their adoptive parents.

The first "score" for local adoption shows Hampshire County Council meets basic objectives to place children with adoptive parents.

Over the past three years, only nine per cent of the children in care in Hampshire have been adopted - below average 14% national.

The figures also show 40 children in Hampshire were waiting for adoption in March.

County leaders say that there is a "mismatch" between children allowed for the adoption by the courts and the potential adopters.

Many potential adopters want a baby healthy while those on the waiting list include sister groups and children with problems of development and emotional.

Dashboards are part of a government crackdown on the delay widespread adoption system.

Hampshire County Council is one of the three local authorities to test a new assessment process, aimed at the acceleration of the system and the removal of duplication of the family courts and panels of the adoption.

Steve Crocker, Director Deputy of the services children and families at the County Council, expressed fears that the score could encourage "perverse". Bryan Fischer of American Family Association: Gay Adoption is "A form of child abuse" (video) - Huffington Post

The prominent anti-gay pundit Bryan Fischer is once again this week.

Seized dogs at home soon ready for adoption - WAFF

An animal rescue group took control of dozens of dogs seized in an investigation of cruelty to animals.

Bennett is Director of the Madison Animal Rescue Foundation. It coordinates the process of adopting the dog.


The Ark in Huntsville animal shelter is also home to 15 of the dogs until they are ready for adoption. They had 16 dogs, but a puppy is dead.


Founder, Nina Beal, said that small had a long way to follow.


"They have not been approved as their shots or worm of audit or control of heartworm or sterilized or sterilization - all this has to be done," said Beal.  "We need a health of our veterinarian before they can be adopted, and then we welcome people to come and look."


Bennett said that it does not appear that the owners abused dogs. She said that they did not only draw the attention appropriate in unhygienic conditions.

Police said that the investigation of animal cruelty can continue until next week.
