CHILDREN in Hampshire have to wait on average 18 months to be supported to move with their adoptive parents.
The first "score" for local adoption shows Hampshire County Council meets basic objectives to place children with adoptive parents.
However, the authority would fail new tougher targets, ordered by the education Secretary, Michael Gove to place children in care with a new family permanently in 14 months.
To the Council of the County of Hampshire, the average expectation of care to the adoption over the past three years was 540 days.
Over the past three years, only nine per cent of the children in care in Hampshire have been adopted - below average 14% national.
Dashboards also point out how most of the adopted children were less than five years. Only three per cent of 130 children, leaving the Council of the County of Hampshire for adoption over the past three years were five years or more.
The figures also show 40 children in Hampshire were waiting for adoption in March.
County leaders say that there is a "mismatch" between children allowed for the adoption by the courts and the potential adopters.
Many potential adopters want a baby healthy while those on the waiting list include sister groups and children with problems of development and emotional.
Dashboards are part of a government crackdown on the delay widespread adoption system.
Hampshire County Council is one of the three local authorities to test a new assessment process, aimed at the acceleration of the system and the removal of duplication of the family courts and panels of the adoption.
Steve Crocker, Director Deputy of the services children and families at the County Council, expressed fears that the score could encourage "perverse". He said that this might want to say there is less time to find the right permanent family for children with complex needs and the sister groups that are more difficult to place.
Speaking at a meeting of the county council children and families Advisory Board, Mr. Crocker said: "it may be difficult, but if it is the right thing for the child, we should try... even if this means that we can over-shoot time."
Councillor Jackie Porter, spokesman of the opposition to the children services, has warned that children are more in care, it is more difficult to sever the links when they are adopted.
She said: "They will not only parents but also grieving for their carers home."
The Commission seeks to increase the number of people who are "double registered" to foster and adopt. This means that a child can move with them as foster parents before be legally adopted.

Seems quite obvious that members would like to see a healthy boy or a girl.
